The capital was brought to its knees on Saturday by tropical storm Ondoy (international codename Ketsana) and services were slowly being restored yesterday as authorities struggled to cope with the disaster.

President Gloria Macapagal-Arroyo issued a raft of directives, among the them price controls and completion of rescue operations — focused in the cities of Marikina, Pasig and parts of Rizal province — by nightfall.

Many, however, were still waiting for relief as the deadline expired. Parts of the metropolis remained submerged as night neared.

Defense Secretary Gilberto C. Teodoro, Jr., in charge of overall operations, described the fierce flooding as "the worst I’ve ever seen."

The government said that total rainfall for the deluge was 41.6 centimeters, breaking the previous single-day record of 33.4 centimeters in July 1967.

The National Disaster Coordinating Council, which Mr. Teodoro chairs, said the death toll was at 73 as of 7:00 p.m. Sunday. It said 69,513 families or 337,216 individuals had been displaced.

Twenty-three people were missing.

Mrs. Arroyo, who convened an emergency Cabinet meeting, appealed for calm and said everyone should "take care of one another and bring out again the best tradition of the Filipino of sharing and caring."

As the flooding worsened, the government on Saturday declared a state of calamity in the National Capital Region and 23 provinces. People were forced to seek safety on rooftops and frantic calls for help flooded the airwaves and cyberspace as authorities struggled to respond.

Residents sought to reach trapped relatives and yesterday a massive private sector relief effort was under way.

Transportation, power, water, and telecommunications services were disrupted but with the storm having exited the country officials yesterday said they were working to restore systems as fast as possible.

Energy Secretary Angelo T. Reyes said 13% of the capital had been affected by power interruptions, specifically parts of Manila, Quezon City, Pasig and Valenzuela.

Manila Electric Co., which supplies the metropolis and nearby provinces, said some substations could not yet be energized as their locations remained flooded.

"Safety of residents remains to be the primary concern in restoring power to these affected areas. Unfortunately, the floods have been slow in subsiding and this impedes the progress of our restoration work in a number of our substations," the firm said in a statement issued late Sunday morning.

Telecommunications companies also said they were working to restore services.

Mobile firm Globe Telecom, Inc. said “Our technical team has not stopped since [Saturday] night in restoring our network facilities,” but added that “in devastated areas … [subscribers] have to bear with us as we have to wait for electricity to be restored.”

A Smart Telecommunications spokesman said in a television interview that services could be restored in 36 hours.

Manila Water Co., Inc., said only 10% of its franchise area had been affected. It said tankers would be sent out to residents without potable drinking water.

Manila International Airport Authority general manager Alfonso Cusi, meanwhile, said normal operations had resumed yesterday after flights were cancelled on Saturday.

Light railways had been ordered to keep running since Saturday and yesterday Transportation Secretary Leandro G. Mendoza announced that 24-hour operations would continue until the state of calamity was lifted. Flat rates of P10 would be charged, he added.

Trade Secretary Peter B. Favila, meanwhile, gave assurances that prices of basic commodities such as canned goods, candles, and batteries would not increase.

He said unscrupulous traders would get "the maximum penalty, including imprisonment," and added that the Trade department was coordinating with the Philippine National Police to enforce Mrs. Arroyo’s directive.

Health Secretary Francisco T. Duque III said a "code blue" alert level had been ordered, and reminded the public to boil drinking water due to health risks.

Classes were ordered suspended in Metro Manila and Rizal until Tuesday. The capital’s traffic-alleviation "coding" scheme was also temporarily shelved.

Wow! 19 Pound Baby Born in Indonesia (Video)

A 19 pound baby was born to an Indonesian woman Monday. The baby boy was delivered via c-section to a mother in Jakarta, Indonesia. The unnamed baby set a weight record for a newborn in Indonesia but fell short of the world record of 23 pounds set in 1879.

Doctors believe the baby’s weight was likely caused by his mother having gestational diabetes. His is healthy and has a strong appetite. “He’s got a strong appetite, it’s almost nonstop feeding,” Dr. Sitanggang says. “This baby boy is extraordinary; the way he’s crying is not like a usual baby. It’s really loud.”

The UFC has done a lot for me but I think I have done more for them. The UFC bought WFA to get my contract & they saved my life, so I felt loyal to them. They pushed me into a fight with Chuck Liddel even when I clearly stated I wasn't ready to fight for the belt because the American fans didn't know me but I took the fight and didn't complain & after I won the American fans booed me for the first time which changed the way I saw them & it hurt me deeply. Then before I can even get out of the cage they announced that I was fighting Dan Henderson without even asking me. After I beat Dan Henderson, I made history in becoming the first undisputed champion in MMA but was never even given the pride belt in the cage & I was never promoted as the undisputed champ. Later Anderson Silva was. Then they had me coach TUF season 7 and fight Forrest and the fight was very controversial & normally when a fight is that close & controversial there is normally an instant replay. I can name a couple of instances. Instead they offered me the Vanderlei Silva fight which I gladly accepted even though I know it was a very risky fight for me to take because of all the drama that was happening to me at the time. I fought that fight with a jaw injury and then a couple weeks later Dana called me and asked me to fight Rashad. For the first time I said no, I didn't want to fight because it was such short notice & I wouldn't have had a long break between camp. Dana talked me into fighting Rashad anyway but Rashad refused the fight and so I had to fight Jardine as a favor to the UFC instead of getting my belt back (which wasn't even worth it to me financially). Then I reinjured my jaw in the fight with Vanderlei & Jardine. Frank Mir gets hurt so they wanted to switch my fight from UFC 100 to the fight Frank couldn't make it to but I couldn't fight cause I needed jaw surgury. So they give Machida the fight against Rashad & they told me they want me to coach TUF season 10 against Rashad. That's why I wanted Rashad to win so bad but when Rashad got knocked out I told them I wanted to fight Machida for the belt but Dana told me if I coach TUF against Rashad that I could fight Machida afterwards cause this was a different type of ultimate fighter show they were doing. After I signed the contract Dana then changes his mind & says I have to fight Rashad & even told me what to say in the press & so my fans think I was scared to fight Machida. After all that I still never complained & I did it all. Then this movie role came about that I have been trying to get for over a year & as soon as I found out I was close to getting it, I called Dana right away & asked to push the Memphis fight back just a month or so. I told him what this movie role meant to me. I told him that I used to bond with my father watching the tv show as a kid when my parents where still married & it represents the memories I had with my father when we lived together. My dad became an alcohalic & addicted to drugs & we grew apart. But after my dad got his life back together, I was so proud of my dad & I told him I would always take care of him in the future & make him proud of me. My dad & I are still very big fans of the show & I am basically doing this for the childhood memories I had spending time in front of the tv with my dad. Dana went on the internet & mocked me because of that & I still did nothing. Dana & I finally talked & we made up & then after that he went back on the internet & said some [expletive] & he was talking bad about the movie when information is not even supposed to be released & talking about payments which is not even true could really hurt my future acting career, which could very well last longer than my fighting career. I'm not like Randy Couture. My body has been getting so many different injuries that I wont be able to fight until my forties & neither do I want to fight that long. So I feel like my second career could be in jeopardy.. so I'm done fighting. I've been getting negative reviews from the dumb ass fans that don't pay my bills or put my kids though college. So I'm hanging it up. I'm gonna miss all my loyal fans but hopefully they'll follow me to my new career & I will gain more loyal fans along the way. & all you hater fans out there can kiss my big black hairy [expletive]! & anybody that don't like what I just said can come try to kick my [expletive]! I still feel the UFC is a great organization and I felt like I was very loyal to them but they didn't respect my loyalty but I wish the UFC the best. I did a lot of things for them. I wish no bad blood between us but I have kids & a family back in Memphis to provide for & thats all that matters to me!

Noynoy Aquino Declares Presidential Bid for 2010 (Video)

Senator Benigno “Noynoy” Aquino III finally broke his silence and announced he would join the 2010 presidential race to continue the work of his famed mother, who played a crucial role in overthrowing dictator Ferdinand Marcos.

The announcement came following a highly-publicized spiritual retreat and made on the 40th day of former president Corazon Aquino’s death Wednesday, as the family ended the traditional period of mourning.

“I accept the plea of the people. I accept the advice of my parents. I accept the responsibility to continue the fight for the people. I accept the challenge to lead in this fight. I will run in the coming elections,” Aquino, 49, told a crowd of cheering supporters.

Vowing to fight against corruption that pervades the nation, Senator Aquino said he would be a leader for all sectors of society and not just the rich.

"I will be there because of the people, I will stay there because of the people and hopefully I will be true to my word to serve the people," he said.

Aquino made the announcement at Manila's historic Club Filipino, where his mother, Corazon, was sworn in as president in 1986 after leading the "People Power" revolution that ended Marcos's 20-year reign.

Senator Aquino’s sisters—Ballsy, Pinky, Viel, and Kris—were also there. They were all wearing black as was the senator.

Aquino, however, could not say yet who would be his running mate.

At a press conference after the announcement, Aquino declined to say if Senator Manuel “Mar” Roxas would join his ticket as vice president, saying he would just let the former trade and industry secretary make the decision himself.

“I offered the vice-presidency slot to him, am waiting his decision” he said.

Roxas, Aquino’s colleague at the Liberal Party, surprised the public when he dropped his presidential bid early last month to give way to Aquino.

Aside from Roxas, two other opposition presidential hopefuls—Makati City Mayor Jejomar Binay and Pampanga Governor Eddie Panlilio—have announced to stand down and offer their support.

This leaves Aquino with the task of getting deposed president Joseph Estrada and Senator Manny Villar, the two aspirants currently leading in the polls, to fall behind him to ensure the opposition vote is not split.

The ruling coalition of President Gloria Macapagal-Arroyo, who is barred by the constitution from seeking a new six-year term, has yet to announce its candidate ahead of the November 30 deadline for filing candidacies.

Aquino's Liberal Party has been a fierce critic of Arroyo, alleging widespread corruption in her administration.

Arroyo's spokesman Lorelei Fajardo conceded Aquino has emerged a strong contender for the presidency, while calling him a "welcome addition to the race."

But Estrada, the 72-year-old former movie star who spent time in prison after he was toppled in a bloodless 2001 military coup and convicted of corruption, said the opposition should let the electorate decide.

The choice was not for "the elites and the bourgeois" to make, he said, in a dig at the Aquino camp.

Binay, however, said he was giving way to Aquino "to pave the way to uniting the opposition."

Aquino's decision also opens the tantalizing prospect of a two-way race for the presidency against his first cousin, Defense Secretary Gilberto Teodoro, who is a leading candidate to run for the ruling coalition.

Prior to his mother's death, the bespectacled, balding Aquino was best known as a low-profile politician with no major legislative achievements after nine years in the House of Representatives and two in the Senate.

He was better known as the former boyfriend of a broadcast journalist, Korina Sanchez, and the brother of TV celebrity Kris Aquino.

Aquino said he only began seriously considering a presidential bid after seeing the massive outpouring of support for his family following his mother's death from cancer.

People across the country mourned former president Aquino’s passing and hundreds of thousands poured into the streets to pay their final respects to the country’s “Icon of Democracy.”

Soon, grief turned into a campaign for Senator Aquino to carry on the work of his mother.

Aquino said he would rely on the help of ordinary Filipinos to become president, just as they propelled his mother to power.

"The reason why I am on this path is because I believe the public will support and help me in the campaign," he said.

"I want to make democracy work not just for the rich and the well-connected, but for everybody."

His father, martyred senator Benigno Aquino Jr., is held in equally high esteem by many throughout the Southeast Asian nation of 92 million people.

As then opposition leader, Marcos gunmen shot him dead at Manila airport in 1983 as he returned from exile.

His assassination led to Cory reluctantly moving into politics and becoming president for six years, a period that has been widely acclaimed for restoring democracy after a generation of martial law.

Senator Aquino called on Filipinos to recall his mother's achievements when they considered who they wanted to be their next president.

"During my mother's time, she was not corrupt. Even the policeman on the street had second thoughts of being corrupt," he said.

Nevertheless, his family belongs to one of the powerful clans that have dominated Philippine life for generations, and observers have pointed out that a win for Aquino would be another victory for the elite.

Corazon Aquino's cousin, Eduardo Cojuangco, is majority owner of brewing giant San Miguel and, according to the latest Forbes rich list, the seventh wealthiest man in the Philippines.

With Senator Aquino’s formal declaration to run for President came offers to volunteer and even raise funds for his campaign.

After the announcement, former Secretary Karina David said she was swamped with text messages from "non-political'' friends inquiring about how they could pitch in in Aquino's campaign.

According to the former Civil Service Commission chair, the messages ran the gamut of "Ma'am, we want to volunteer," "We are with you," "What can we do?" and "My entire family wants to help.''

Political analyst, UP Political Science Professor Clarita Carlos, meanwhile, said it was too premature to conclude that Aquino could bring together personalities, parties and civil society groups to support his campaign in the “afterglow'' of his mother's death.

Between now and May 2010, the first-term senator has to deal with the “realpolitik forces in the country,” and many “imponderables” such as political realignments, campaign funds, and volunteers, she said.

“Everything is in the realm of conjectures. The elections is 10 months away. A lot of things can happen,” she said by phone, asking: “Will the afterglow be sustained and translated into votes? Will it galvanize the collective consciousness to support this person?”

Marvin Sonsona | New Filipino Boxing Champ

Marvin Sonsona became the latest Filipino boxing champion on Friday (Saturday in Manila) after the 19-year-old defeated Jose Lopez of Puerto Rico to capture the World Boxing Organization (WBO) junior bantamweight title at the Casino Rama in Ontario, Canada.

According to FightFan.com, challenger Sonsona needed 12 rounds – coupled by a knockdown and a point deduction due to a low blow from the deposed champion – to score a unanimous decision victory against the 37-year-old veteran Lopez.

All three judges scored in favor of Sonsona (114-111, 115-110 and 116-109) as the General Santos City-native kept his fight record clean at 14-0 with 12 by way of knockout.
